国安侦查员马尚执行一项特别侦查任务，奉命跟踪境外间谍陈灿前往双清市。在监控侦查的过程中，马尚发现陈灿只是跨国间谍组织中底层的小人物，该间谍组织倾巢出动，目的是盗取鼎华集团自主研发的“DS材料人工合成技术”。由于案情特殊，上级直接将马尚下派到双清市，与市局展开并组侦查。行动代号为“暴风眼”。并组之后，马尚发现市局行动队队长居然是中学同窗安静，十年前安静不辞而别，让马尚一直难以释怀。随着侦查工作的推进，马尚和安静得悉代号“沉睡者”的间谍长期潜伏在鼎华集团内部，而且鼎华高层中也存在着被腐化收买的可能。历经重重考验，马尚和安静协力同心抽丝剥茧，多次于紧要关头力挽狂澜。最终，国安战士成功抓获“沉睡者”，并将其幕后间谍组织一网打尽，捍卫了祖国的利益与尊严。

They are having a great time together, and then things start happening. The brakes of the car fail, and Ruth narrowly escapes death. The driving equipment goes faulty, and Ruth almost drowns.
